With polar ice caps melting at an alarming rate and the Murray Darling is drying up, it is crucial for advanced economies like Australia to get an emergency emissions reduction program underway immediately. Will an emissions trading scheme drive a rapid enough conversion? Early indications a no, especially when coal exports are not included, when big polluters are likely to receive free permits to pollute and none of this will even begin until 2010.
