This photo, taken on the "site tour" of the proposed NCIG new coal terminal, shows what the NCIG man described as a "vacant cell" - an unused slag dump from the site's previous use as BHP's sacrafice zone. Mr NCIG neglected to mention that the unused cell is currently occupied by the endangered Green and Golden Bell Frog.
